Mr. Manto is CEO of Instant Access Networks, LLC and as such won a competitive R&D contract from the US Defense Threat Reduction Agency producing a final report entitled, “Innovative Strategies, Technologies, and Funding for EMP-Protected Critical Infrastructure and Microgrids” (2016). He also won a similar R&D contract from DHS for hospitals resulting in a report republished by Aspertracie entitled “Resilient Hospitals Handbook”, a non-technical guide for CEOs and board members of hospitals. (2017) He works with dozens of companies to follow up in the development of resilient infrastructure across the country.

He founded the FBI-sponsored Infragard National Disaster Resilience Council in 2011 and is chair-emeritus. He instigated the development of the Critical Infrastructure Protection and Recovery Working Group of INCOSE in 2015. He continues to serve on the Strategic Advisory Board of the Frostburg State University’s Engineering Department and a Science Fellow of the Policy Studies Organization. He is a Senior Life Member of the IEEE. He regularly advises economic development, workforce development, and industry organizations such as the Emerge Alliance.
